SOONERCARE (MEDICAID)
Medicaid is a state administered program and each state sets its own guidelines regarding eligibility and services. SoonerCare is Oklahoma's Medicaid program. SoonerCare provides health care to children under the age of 19, adults with children under the age of 18, pregnant women and people who are older than 65 or have blindness or another disability.

TAX EQUITY AND FISCAL RESPONSIBILITY ACT (TEFRA)
This program is through the Oklahoma Department of Human Services. The Tax Equity and Fiscal Responsibility Act or TEFRA of 1992 allows children with physical or mental disabilities who would not ordinarily be eligible for Supplemental Security Income (SSI) benefits because of their parent's income or resources to become eligible for Medicaid. Tax Equity and Fiscal Repsonsibility Act (TEFRA)
DEVELOPMENTAL DISABILITIES SERVICES DIVISION - COMMUNITY SERVICES FOR OKLAHOMANS
The Department of Human Services - Developmental Disabilities Services Division (DDSD) offers a wide array of community services for individuals with developmental disabilities and their families. Services are individualized to meet each person's needs. DDSD services are funded through Medicaid Home and Community Based Waivers (HCBW) and through state funds. Some of the services are funded by state dollars and are available for individuals who are not eligible for the HCBW.

OKDHS - DDSD Home and Community Based Waiver
DEVELOPMENTAL DISABILITIES SERVICES DIVISION - FAMILY SUPPORT ASSISTANCE PAYMENTS
This is a cash payment program for families who are caring for children under age 18 at home. In this program, families can receive payments of $250-$400 per month depending on the number of children with disabilities in the home. Families who meet the income eligibility may choose this cash payment in lieu of the Medicaid Home and Community-Based Waiver (HCBW) Services. This program is funded through state dollars.

OKDHS - DDSD Family Support Assistance Program
APPLY FOR FINANCIAL RESOURCES / BENEFITS
Federal Old Age, Survivors and Disability Insurance Benefits - a Federal Social Security cash benefit available to someone who has contributed to the social security fund and becomes disabled. Spouses and dependent children are also eligible for benefits if the primary beneficiary becomes disabled, retires or dies. Recipients of this benefit also receive Medicare. SUPPLEMENTAL SECRUITY INCOME (SSI)
A Federal Social Security cash benefit available to a disabled individual who warrants financial need. A parent's income is used to determine eligibility for all applicants under the age of 18. SPECIAL NEEDS TRUST / SUPPLEMENTAL NEEDS TRUST
A trust where the resources are not considered in determining eligibility for government benefits (551, Medicaid). Money in this trust can be used to supplement or augment services that Medicaid does not cover (e.g. vacations or extra therapies). Families should contact an attorney with experience in estate planning and developmental disabilities to set up such a trust.
